Turtleform is a Biogenetic in Biomutant. Turtleform allows you to take a Turtle form. To exit the Turtle form, press the input again. Use the navigation controls while in the turtle form to control it. Biogenetics are a type of Mutation abilities which can be unlocked with a certain amount of Bio Points to become available.
